On October 29, 2026, the Ministry of Commerce issued Announcement No. 53 of 2026, setting out the total export quotas for selected goods in 2027. Applications for quotas will be accepted from November 1 to 15, 2026.
The quotas cover live animals destined for Hong Kong and Macao, as well as licorice products, artificially cultivated ephedra for medicinal use, sawn timber and rush products:

The announcement also states that phosphate rock and silver will continue to be exempt from export quota management in 2027 and will instead be subject to export licensing.
For businesses handling the listed goods, the distinction matters: quota-covered products are subject to the announced annual totals, while phosphate rock and silver are covered by a licensing requirement. The published totals do not establish how much any individual applicant will receive. For quota applicants, the November application window is the immediate date to note; the effects on individual shipments will depend on subsequent allocation and compliance requirements.
